Canada can start by ceasing the export of coal and oil to China.
It's not much of a market, actually. The vast majority goes of our coal export to the US, adn the vast majority is metallurgical coal (for steel, etc) as opposed to thermal coal (for electrical generation).

Yes but they still are claiming we are in a stage 2 drought, yet all data being given indicates we are barely in a stage 1 drought.
