    Because refusing to identify yourself to the authorities is a far more serious thing than mere acts of terrorism.

    Yes it scares the shit out of the Gov. if they cant figure out a way to bilk you of your money and keep tabs on your every movement 24/7.

    Canada is the only country that has no limit to how long someone can spend in immigration limbo. Eleven years imprisonment is usually the sentence for manslaughter, not 'failure to prove your identity'.
