As a pilot myself, if this was me breaching ATC rules this often my licence would have been suspended or pulled entirely for incidents like this. To me, this feels a little bit like favouratism. I would understand the 'odd' time when in pursuit or something like that. But a dozen times seems a bit excessive.

Three times a year does not seem all that high. Crimes happen all the time and that is what they are in the air for. Civilian aircraft can be moved out of the way to allow police to do the job we pay them for. Just like car chases, when bad things happen blame the person who instigated the chace. If they did not run then there would not have been an accident.

these guys are breaching commercial airspace and putting the lives of hundreds of people in jeopardy........and there are cheerleaders who condone it........because it only happened three times in a year...........

if there ever was a midair collision involving this helicopter,you can bet the Calgary police would have their lawyers standing by with a excuse.................

Thats my point in part. The second issue to Unicornlord comments is, passenger AC have the right of way, in fact, helicopters in general are much more manoeuvrable than any fixed wing AC. It is far easier for them to move than a 767 on final approach.
